Citi Finance is responsible for the firm’s financial management and related controls. The team comprises disciplines including Treasury, Tax, Controllers and Financial Planning & Analysis, and manages and partners on key Citi initiatives and deliverables, such as our quarterly earnings process and ensuring Citi’s compliance with financial rules and regulations.

Head of Reporting is a key Finance role responsible for delivering accurate, complete/timely local financial, statutory and regulatory reporting as per the applicable local rules and local accounting standards with sound controls, as well as developing talent and bench strength for the country.

Subject to individual performance and development, as well as structural changes in organization, this job may position the candidate to take on broader responsibilities and succeed to the Japan Finance CFO and Controller role, with oversight over the entire finance function and represent Finance in senior management forums across the franchise (e.g., Country Coordinating Committee etc.) as well as in entity-specific management forums (e.g., Asset-Liability Committee, Risk Committees etc.) for Citi’s main operating entities and Material Legal Entities in Japan (CGMJ and CBNA Tokyo Branch) including the service entity CSJ. This expanded role would include:

  • Coordinating and providing inputs to financial plans for the legal entities and related businesses.

  • And execution of the functional strategies for the country, or business requiring coordination and integration across units.

  • Full management responsibility of multiple teams, including management of people, budget, and planning.

  • Authority to negotiate and make independent decisions on issues/activities that have critical impact or influence on company revenues, capital, or business operations.

This combined position also involves internal and external negotiations which can influence and impact not only the function managed but possibly other related areas of the franchise.

Key Responsibilities:

  • Responsible for maintaining and strengthening the independent financial, operational, and regulatory controls and the control environment across country franchise to support the business in efforts to grow responsibly and comply with country rules and regulations

  • Closely monitoring legal entity economic conditions and financial performance, including a comprehensive review of the legal entity’s balance sheet and profit and loss (P&L), identifying, and assessing key financial and strategic issues and ensuring proper checks and controls are in place

  • Managing legal entity’s finance requirements including conformance to laws, regulatory reporting obligations, liquidity and capital levels and relevant ratios/limits and other key financial indicators

  • Ensure compliance with any local capital requirements and ensuring that relevant Risk and Asset and Liability Committees are informed of all capital requirements

  • Support Finance activities required for Local Regulatory Processes such as local ICAAP, resolution and recovery plans, and capital stress testing, if required

  • Proactively drive efforts to improve processes and controls through automation of finance owned local regulatory reports including engagement with firms strategic initiatives on the “go to common” systems infrastructure.

  • Responsible for managing engagement with statutory auditors and local regulatory bodies. Providing clear/consistent regulatory messaging of country’s narratives with a focus on core activities such as regulatory exam management, supervisory meetings and information requests and responses to supervisory letters

  • Follow common standards, procedures and governance processes to create consistent and best-in-class regulatory relations and communications protocols, and analyze and report regulatory engagements to identify, monitor, and escalate regulatory themes, trends and emerging risks

  • Collaborate with external and internal auditors to maintain integrity of financial, statutory, and regulatory reports, ensure compliance with local laws and regulations, help accomplish objectives by bringing a systematic approach to evaluate and improve effectiveness of risk management, control and governance processes

Qualifications:

  • Extensive 15+ years of relevant experience

  • Uses excellent communication skills to negotiate internally, often at a senior level. Some external communication may be necessary.

  • Bachelors/University degree, Master’s degree preferred; managerial experience

  • Proficiency in English and Japanese is preferred.
