Technical Program Manager -VP
The Issuer Services Technology team manages a suite of applications globally, all of which are business critical in supporting the Agency & Trust and Depositary Receipts business Operations and Front Office teams.
The Technical Program Manager role requires strong technical background, deep understanding of software development methodology and process needed to produce high quality code, and ability to map business requirements to technology solutions. This role will be focused on executing and leading Europe, Middle East and Africa (EMEA) projects and programs spanning across all the Issuer Services applications and the business lines we support, with a focus on transformation, modernization and innovation. The responsibilities will also include the day-day management of the implementation of regulatory and business mandatory enterprise enhancements.
The Technical Program Manager will report jointly to the Global Head of PMO for Issuer Services within the technology division and Product Head for EMEA technologies.
This role will be part of a team that will focus on introducing and implementing revised processes, applied governance, and standardization across the technology division, with a focus on creating best practices on the full technology Lifecyle of Agile deployment and the associated activities centered on the modernization/innovation efforts of a global technology stack.
This role will work closely with the global technology management team, EMEA technology teams and various levels of stakeholders across the organization.
Key objectives of this role
Oversees the technical aspects of a complex IT project, ensuring technical requirements are met, and collaborating closely with engineers and developers to resolve technical challenges and ensure smooth integration of systems or applications.
Work closely with technology application owners to design and deliver relevant technology solutions for business growth and maintenance
Create, manage, and report on key milestones that make up the various programs and projects that the division is delivering against
Business Management related functions supporting programs/projects – Budget & capacity planning
Responsible for all executive management reporting, and the preparation and delivery of all supporting collateral including but not limited to the full maintenance of the project/program in Citi’s Project Management Tool
Work seamlessly with project teams that are executing using SAFe (Scaled Agile Framework) methodology, understand mapping of project deliverables to EPICS and User stories, track delivery of work through usage of JIRA dashboards; conduct PI (Program Increment) planning and manage PI cycle
Act in capacity of Release Train Engineer for assigned Agile ART (Agile Release Train)managing capacity allocation and value stream delivery
Daily program management and oversite throughout the lifecycle of transformation programs
Focus on the creation and implementation of a robust Project governance (controls) structure for the Issuer Services technology group
Manage the risks and issues of the program and work with the teams to take corrective measurements
Manage all stakeholders’ communication
Interact with the PMO group to manage the main program documentations according to Citi’s policies and procedures
Interact and manage the relationship with the assigned technical lead/ teams to understand critical milestones, deliveries, and releases
Asses risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citi, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
Ideal Candidate:
Advanced years of experience as a Technical Project and Program Manager. Strong and proven practical experience in project management, which was gained through successfully managing large and complex projects.
Experience working in prior software development roles of coding and testing
Experience leading projects through Agile/Iterative methodologies and managing PI cycles
Significant experience using JIRA to manage Sprints and project delivery.
Scrum Master and PMP certification strongly desired
Experience working in a technology division of a large banking institution desired
Ability to work positively with the wide range of individuals involved in program management
Strong leadership and management skills
Extremely organized
Advanced presentation skills
Ability to navigate in global, large, and complex organization
Strong ability to influence without authority
A bachelor's degree of Science in business management, administration (or any relevant degree), with proven experience in Program Management tools and techniques
Education:
Bachelor’s degree/University degree or equivalent experience
Master’s degree preferred
