Job Purpose:

The Balance Sheet Management Senior Lead Analyst is accountable for management of complex/critical/large professional disciplinary areas. Leads and directs a team of professionals. Requires a comprehensive understanding of multiple areas within a function and how they interact in order to achieve the objectives of the function. Applies in-depth understanding of the business impact of technical contributions. Strong commercial awareness is a necessity. Generally accountable for delivery of a full range of services to one or more businesses/ geographic regions. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication may be necessary. Accountable for the end results of an area. Exercises control over resources, policy formulation and planning. Team player and also team leader in projects. Continue to build relationships, develop leaderships and coach and mentor other team members as appropriate.

Job Background/Context:

Citi Treasury manages the balance sheet; funding & liquidity, capital, and interest rate risk.  Corporate Treasury leads the liquidity metrics oversight as well as providing support and direction for balance sheet products, their pricing based on risk identification, funding and product innovation.

This role supports the effective management of balance sheet resources in Citigroup Global Markets Europe (CGME) as well as other entities in the country. Additionally, the role supports the Treasurer for ensuring that the entities under management have robust liquidity and capital management practices, meets local regulatory requirements and Citi global policy.

This role collaborates with colleagues across finance, risk and businesses to enhance existing processes and implement best practice to create efficiencies 

Key Responsibilities:

Contributes to the governance of funding, investing and analytics of the balance sheet. This includes:

  • Participates in managing liquidity and interest rate risk, the capital/legal entity structure and capital planning.
  • Contributes firm wide liquidity risk policy and standards, as well as establishing the framework for sizing liquidity requirements including internal stress testing framework, help developing contingency funding plans in conjunction with other stakeholders, providing support for liquidity oversight to the entity ensuring that the entity maintains adequate liquidity appropriately positioned to meet the company’s local and global needs both in normal market conditions as well as during periods of stress.
  • Part of a team which actively manages the balance sheet by ensuring adherence to established targets in order to achieve liquidity, balance sheet and capital return metrics.
  • Engages in the appropriate establishment and monitoring of liquidity, interest rate risk and balance sheet limits.
  • Liaises with businesses to ensure both an understanding and the ability to manage those limits in a well-governed environment which allows for business growth.
  • Interacts with respective regulators, senior management and ALCO committees.  Works with teams from different entities to create synergy, develop knowledge and solve issues.
  • Performs other duties and functions as assigned.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behaviour, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

ALCO (Assets & Liability Committee) Governance & Control

  • Participate in the CGME ALCO, supporting CGME Treasurer and all businesses operating on CGME’s Balance Sheet.
  • Support strong governance framework across all aspects in Corporate Treasury activities, including GRC, Controls, quarterly and annual assessment.
  • Ensure consistency of approach and support standardization of practices where needed, including ALCO, Liquidity and Asset and Liability Management, or other Global Treasury initiatives.

Balance Sheet & Liquidity

  • In coordination with the ALCO Chair and the Entity Treasurer, provide full support to the Treasurer to ensure that the ALCO is effective in driving appropriate allocation and use of financial resources, addressing franchise wide liquidity and capital requirements, stakeholders are engaged, balance sheet topics are covered and governance best practices are followed.
  • Contribute and manages the Brexit migrations through thorough understanding of the products and trading activities and their associated liquidity risk and cash flow implications.
  • Monitor consistency of current and future balance sheet usage with Strategic Plan, MYC and CCAR cycles.
  • Support maintaining a strong control environment and in compliance with both internal and regulatory requirements through daily monitoring of liquidity and proper escalation as required.
  • Contribute to the Funding and Liquidity Plans (FLPs), Contingency Funding Plan (CFP) and ILAAP as required by local and Citi global requirements.
  • Monitor macroeconomic and geopolitical headwinds in the country and the region to make sure the balance sheet remains liquid under stress scenarios.
  • Closely coordinate with Cluster Treasurer and country teams to help roll out global initiatives (e.g. ILST), and provide support to meet MRA requirements.
  • Contribute to entity’s resolution & recovery planning.

Capital

  • Oversee Capital adequacy and dividend repatriation plan.
  • Work closely with Regulatory team to ensure Capital adequacy in the scope of balance sheet growth and client development.
  • Contribute to ICAAP as appropriate.

Understand the significant conduct risks specific to their product or function and individual role at CGME and comply with the roles and responsibilities defined by Citi’s policies and subordinate policy documents on conduct risk management.

Qualifications:

  • University degree in Finance, Economic or Accounting or postgraduate degree in similar disciplines.
  • MBA or Post graduate degree in finance.
  • Prior treasury experienced required.

Experience/Knowledge:

  • Experience in accounting or finance in financial services industry.
  • Working knowledge of liquidity regulations, their application to business activity and the balance sheet.
  • Relevant product knowledge in order to partner with businesses to understand metrics and their impact on business activities.
