CRA Strategy & Enterprise Support Team
The Community Reinvestment Act (CRA) Strategy & Enterprise Support team sits within Community Investing & Development (CID) in Enterprise Services and Public Affairs (ESPA). The team provides high quality exam support and regulatory filings as well as strategic and advisory support for the Firm on opportunities to meet and exceed our Community Reinvestment and Financial Inclusion objectives through the following activities:
- Leveraging external partnerships and research to assist the lines of business in understanding community needs and advising on products, services and delivery channels to meet those needs;
- Aggregating data and providing analytics and insights to inform internal stakeholders on community reinvestment performance and areas for improvement, as well as assisting in responding to external constituents on Citi’s CRA and Financial Inclusion performance and community strategy.
- Convening key internal stakeholders to best leverage Citi’s balance sheet to meet community reinvestment objectives across the firm;
- Bringing subject matter expertise and serving as trusted partners to CID and the lines of business in maximizing CRA credit for their community reinvestment activities;
- Fostering strong, transparent relationships with our regulators; and
- Leveraging technology to most effectively and efficiently manage Citi’s regulatory reporting and exam management responsibilities and controls obligations.
Position Overview:
The CRA Strategy and Enterprise Support team oversees Citi's CRA program and governance structure, and CRA-related examinations, and manages CRA-related reputational matters. In addition. the team partners with Citi's U.S. businesses to establish CRA lending, investment, and service goals to meet Citi's CRA obligations and achieve a record of CRA performance commensurate with an "Outstanding" rating. Together with CRA-related businesses, the CRA team proactively manages Citi's reputational risk and relationships with external stakeholders, including bank regulators.
CRA Strategy and Enterprise Support is comprised of five teams: (CRA Governance & Communications, CRA Analytics, CRA Exam Management & Strategy, CRA Regulatory Reporting, and CRA Verification) and is committed to maintaining Citi’s highly rated and best-in-class community reinvestment program.
The CRA Business Analyst will (1) support the management of regulatory CRA Exams and ongoing supervision, (2) collaborate with the CRA-contributing lines of businesses in strategy development/refinement to meet the bank’s CRA objectives, and (3) assist the lines of business in monitoring the ongoing effectiveness of their contributions to the CRA Program. The role requires gaining an understanding of multiple areas within the CRA Strategy & Enterprise Support mandate and how they interact in order to achieve the objectives of the function.
In addition, the CRA Business Analyst will play an important role in understanding and challenging CRA-contributing lines of business risk and control processes supporting CRA Activities (Lending, Investments, and Service). This includes supporting the management of tasks and deliverables within an exam cycle from planning and preparation to project management of a regulatory exam. The analyst will also conduct additional duties as assigned and should demonstrate flexibility and nimbleness when approaching new responsibilities.
Responsibilities:
- Provide support to the function in managing the objectives and tasks to support Citi’s CRA Program and the businesses that contribute to it.
- Serve as one of the primary contacts for strategic business engagements to ensure targets are in alignment with the overarching CRA objectives
- Assist in establishing relationships with new business contributors to the CRA Program and work closely with existing contributing lines of business to ensure that they understand the regulatory requirements
- Provide support for the identification and data capture of CRA activities used for regulatory reporting, performance monitoring, and/or exam management.
- Participate in the monitoring of CRA performance and assist CRA-contributing lines of business in refining strategies to address shortfalls while ensuring business accountability for CRA obligations.
- Provide support to quarterly strategic business touch base meetings which include regulatory engagement updates and status of tasks for exam readiness/preparation.
- Contribute to the preparation and execution of CRA Examination Management Plan, including monitoring requests and ensuring accurate and timely deliverables while liaising with ICRM Regulatory Management & Engagement and the lines of businesses.
- Build a culture of collaboration with external stakeholders and seek continuous improvement on strategy and execution based on CRA objectives to maintain a performance level rating of “Outstanding”.
- Assist in project management and oversight during regulatory exams, assessing risk and demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
Qualifications:
- 3+ years of relevant experience, building partnerships with various stakeholders (internal/external)
- Proactive and highly motivated with the ability to multi-task productively and to work independently as well as collaboratively
- Ability to work under pressure, manage concurrent responsibilities, and prioritize according to shifting and sometimes accelerated deadlines
- Capacity to confidently solve problems by being resourceful, consulting with others as appropriate, and considering alternatives
- Excellent organizational, follow-up and time management skills. Previous experience in project management a plus
- Strong written and verbal communication and presentation skills, including astuteness in assessing appropriate content and tone for relevant audience
- Demonstrated ability to collaborate with internal and external stakeholders (both directly and through influence) at all levels to achieve business objectives
- Knowledge of the Community Reinvestment Act (CRA), knowledge of the Home Mortgage Disclosure Act (HMDA) and other impacting regulations is a plus.
- Ability to quickly learn new concepts and pick up business knowledge
- High proficiency in MS office (Excel, Word, PowerPoint)
