Finance CAO – Head of Resource and Business Management
Reporting to the Chief Administrative Officer for Finance, the Head of Resource and Business Management is a senior management-level position responsible for managing the Resource and Business Management teams that drive the overall administrative activities for Finance Function, including central business processes and controls and managing and monitoring key metrics related to resource management (both direct staff and non-employee), expense management, location strategy and site management, skills and training.
The role will be responsible for designing, implementing and continually improving the strategy and operating model for these activities, including day-to-day processes, guidance, deliverables and compliance with firm-wide policies and procedures, leveraging enterprise tools (systems, processes, workflows, procedures). The role will require business management technical skills and a client service mindset to develop and evolve processes that enable the entire Finance function to succeed
Responsibilities
- Resource Management: Manage and align Finance headcount and hiring for both direct staff and non-employees with financial plan and firm-wide priorities, including location strategy and organizational health principles.
- Resource Governance and Controls: Manage controls and governance related to resources and employees, including staffing adequacy, dual role and matrix reporting, mandatory absence, and employee designations
- Expense Management: Manage and optimize Finance expenses by establishing and maintaining day-to-day processes, controls and initiatives
- Program Management: Oversee program management and reporting for Finance-wide projects and programs, including Target Operating Model.
- Site Management: Operationalize location strategy, including alignment with enterprise site strategy. Identify actions required to achieve interim and target states and establish roles and responsibilities and day-to-day processes/routines to enhance site management, including real estate management and moves to ensure compliance for public and private employee separation.
- Skill, Training and Finance Analyst Programs: Manage programs for the function related to skill development, training, onboarding and rotational talent programs(i.e., Analyst and Associate Programs) as well as controls, such as mandatory training.
- Reporting: Ensure senior management and executive level reporting requirements are met, inclusive of Citi Executive Scorecard.
- Governance: Oversee coordination of all required councils, including Workforce Management Council and serving on enterprise councils, working groups, and committees where applicable
- Stakeholder Management: Build relationships with key stakeholders and enabling functions, including peers and colleagues within and outside of Finance, Real Estate, Lead Finance Officers, Enterprise Workforce Management, Human Resource Advisors, Talent Acquisition regional leads.
- People Management: Conduct management responsibilities, including management of people, budgeting and planning, performance evaluation, compensation, hiring, disciplinary actions, etc.
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Cit, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards
Knowledge, Experience, and Skills
- 20+ years of relevant experience with progressively responsible experience
- Specific business execution experience is a plus
- Knowledge of business management, financial planning cycles and expense management and human capital management
- Strong leadership aptitude with demonstrated change management ability, including setting clear vision/objective and supporting goals to excite, engage and get buy-in from direct and matrix organization and stakeholders
- Strong written and verbal communication skills and able to take complex information and communicate simply and effectively with stakeholders across various levels of seniority and risk and control expertise
- Ability to collaborate in an environment where priorities are frequently changing across a variety of global stakeholders with various levels of seniority
- Strategic and analytical thinker who is detail-oriented and can take broad visions and concepts and develop structured plans, actions and measurable metrics and then execute on those plans; demonstrated ability to prioritize high impact potential challenges effectively
- Consistently reads different situations accurately and takes appropriate action to gain senior commitment. Ability to work collaboratively with partners across functions, to navigate a complex organization, and to influence and lead people across cultures at a senior level to align and drive decision-making and business strategy
- Strong people manager who is comfortable outlining objectives, delegating responsibilities, providing clear and honest feedback and demonstrated track record of effective management and development of junior talent
- Experience managing teams with broad accountability in a complex environment and demonstrates a flexible, resilient and action-oriented approach to ambiguous, high-pressure and time sensitive situations
