Senior Lead Counsel 2 - Regulatory (Hybrid)
Citi is seeking a highly motivated attorney to join its Central Transformation Legal Advisory Group within the Citi Legal Department. This is a senior position responsible that serves as a subject matter expert and key legal advisor to business stakeholders, functional partners, and the Legal Management Council by providing counsel and thought leadership on all aspects of legal matters related to Citi’s Transformation, including related supervisory remediation initiatives. This role provides strategic counsel, challenge, and guidance across Citi businesses and functions in support of the execution and implementation of Citi’s cross-enterprise transformation remediation efforts. This role reports to the Head of COO, Central Transformation and Finance Advisory Legal within the Citi Bank Regulatory Legal Group.
The candidate will be expected to provide legal support, coordination, challenge, and advice to Transformation program group management and participants, including the businesses and functions with roles and responsibilities therein. The candidate will identify, analyze, and interpret U.S. and non-U.S. laws and regulations, and provide both general and specific legal advice as each Transformation program group executes and implements Citi’s transformation efforts. This role has a significant degree of responsibility, authority, and autonomy. It requires in-depth conceptual and practical understanding of the laws, regulations, and guidance of the U.S. federal banking agencies’ (Federal Reserve, OCC, and FDIC) as applicable to the geographies in which Citi operates. This role has authority to negotiate and make independent decisions on issues and activities that are critical to the Transformation and Citi. This role is not a manager.
The role will also interact with other members of the Legal Department, working in close coordination and collaboration with Legal colleagues (including lawyers within other groups that will be handling specific regulatory remediation and other transformation tasks) by, among other things, providing legal advice concerning specific transformation deliverables and related risk and control projects and initiatives.
Key Responsibilities:
- Provide legal advice and support to senior stakeholders regarding existing and emerging regulatory issues concerning the impact of U.S. banking laws and regulations on Citi’s businesses and control functions in connection with the Transformation
- Guide the development and implementation of Transformation-related deliverables and work products
- Closely collaborate with other Citi functions –including the Transformation Program Office, Data, Finance, Compliance, and Risk – by acting as a key advisor on strategic legal issues
- Interact with the U.S. federal banking agencies on issues of import impacting the Transformation
- Serve as a key stakeholder and decision-maker in senior Transformation-related forums covering complex and high-risk strategic, risk management, governance, regulatory interactions, and franchise reputational issues
- Work with and manage the use of external legal counsel to support the Transformation, as needed
- Stay abreast of changing internal policies, regulatory and legal environment, and industry trends that may impact the Transformation
- Appropriately assess regulatory risk when business decisions are made, demonstrating consideration for Citi’s reputation, sound judgment, and an ability to appropriately escalate issues
Qualifications:
- 15+ years of legal experience within a large corporation, law firm, or government agency
- Financial industry experience, or other regulatory or general corporate experience, required
- In-depth knowledge and expertise of laws, regulations, guidance, and enforcement activities of the U.S. federal banking agencies
- Experience working in a complex, demanding, and fast-paced environment
- Ability to handle multiple complex and confidential matters on time and under pressure
- Excellent oral communicator and diplomatic negotiator, with an ability to exercise influence in various mediums
- Demonstrated ability to think strategically, analytically, and creatively problem solve
- Robust analytical skills and the ability to write clearly and persuasively
- Demonstrated stakeholder management skills and a proven ability to build and maintain lasting relationships with leaders in Citi’s businesses, functions, and the Legal Department
- Proven ability to apply sound judgement while managing complex subject matter and issues
- The ideal candidate will have the motivation, enthusiasm, gravitas, and organization skills to provide legal advice and guidance in connection with large-scale, high-consequence projects
- License to practice law in good standing
