SVP Non-employee Oversight Sr Lead
The Non-Employee Staffing Office is a centralized team supporting Citi businesses to identify the non-employee talent, quickly, efficiently and at the right price point. The program uses best in class service to recruit staff augmentation resources from preferred third parties and supports the onboarding of all non-employee classifications through standardized processes to mitigate risk for the Franchise.
The Non-employee Oversight Program establishes risk management principles and practices Citi businesses and functions must consider when engaging non-employees. The Oversight team implements standards, monitors and reports on the health of non-employee management activities.
- As part of the Non-employee Oversight team, deliver timely and sustainable solutions on cross franchise non-employee oversight initiatives
- Establish standards and guardrails to ensure managers understand their obligations when supervising Non-employees
- Create, review and publish non-employee policies and onboarding documents in line with all applicable regulations/laws/rules in partnership with Legal, HR Risk & Control, ICRM and External Parties
- Manage Non-employee Investigation in collaboration with Citi Investigating Teams and Third Party Management
- Monitor business adherence to Non-employee Service Length Limits (Tenure) and escalate breaches/non-compliance to country guidelines. Upon regulatory changes, deploy tenure in collaboration with country partners including Legal, HR and ICRM
- Monitor emerging risks and geographical non-employee nuances
- Engage on any regulatory issues relating to non-employee management
- Engage with Business Partners to design and implement sustainable solutions
- Develop strong data validation logics and partner with units for resolving data quality issues and coordinate the resolution of data issues (if any) with the responsible data owners across the firm
- Attend TPM Governance, Insider Threat calls and develop an Oversight Forum to identify and escalate potential/emerging risks related to non-employee activities
- Crisis management including assisting CSIS to collate non-employee data for safety and soundness
- Review and opine on non-employee conflict of interest
Other Key responsibilities:
- Develops and maintains relationship with key business stakeholders for effective implementation of solution and timely identification of potential risks/ concerns in meeting plans and commitments
- Maintains a channel of communication with key partners eg HR Risk and Control, Legal, ICRM to have clear view on regulatory expectation
- Resolves transactional level escalations coming from internal partners
- Has the ability to operate with a limited level of direct supervision
- Can exercise independence of judgement and autonomy
Experience and Qualifications:
- Bachelor’s/University degree or equivalent experience
- 10 - 18 years of experience
- Knowledge of non-employee policies, risk guidelines and contract and employment law
- Proven ability to create, review and amend policies and standards
- Proficient in Microsoft Office including using MS Excel to present data and/or create reports
- Program/ Project Management and Coordination experience

Primary Location Full Time Salary Range:
$130,880.00 - $196,320.00
