This fusion will streamline accountability and responsibility for Risk & Control activities and deliver process consistency to protect the firm against emerging financial crime risks.

The Financial Crimes Global Policy Adherence & Engagement Team within the FCFP organization supports the delivery and ongoing direction of a comprehensive Financial Crimes Program in partnership with multiple functions such as Compliance, Operations, Technology, Risk, Audit, and multiple stakeholders at all levels of management. This team is responsible for fostering a culture of control and compliance, customer centricity and accountability while leading efforts to identify, anticipate and mitigate AML, Sanctions and Ant-Bribery regulatory, reputational, and operational risks. 

Description of the Role

The Financial Crimes Horizontal Assessment Lead will have oversight of and drive the Horizontal Assessment program, developing a framework and methodology for the program, engaging with key stakeholders across the USPB business and Financial Crimes teams, ensuring there is proper oversight/governance around Horizontal Assessments, robust management of deliverables/action items, and ongoing sustainability of the Financial Crimes program.  Key risks covered by Financial Crimes Policy Adherence include Bank Secrecy Act (BSA), Anti-Money Laundering (AML), Sanctions/Screening, and Anti-Bribery & Corruption (AB&C) for USPB.  Scope of coverage includes CIP (Customer Information Program), KYC (Know Your Customer), AML, Transaction Monitoring (TM, CTR, etc.), Screening (sanctions and non-sanctions), and AB&C.   The Horizontal Assessments will focus on key areas of opportunity identified via thematic issue reviews associated with these risks.  The result of the Horizontal Assessments program will lead to development of roadmaps for process improvement, improved controls, and overall strengthening of our key program metrics.  This role falls under the Compliance Business Control Sr Analyst job code. 

Responsibilities:

  • Lead the Financial Crimes Horizontal Assessment program by ensuring there is a proper framework and methodology to conduct Thematic Issue reviews and Horizontal Risk Assessments.

  • Ensure strong oversight/governance is in place, accomplished through strong thought leadership and engagement with key stakeholders across the USPB business and Financial Crimes teams to drive coordinated reviews across USPB.

  • Develop and manage framework to execute the Thematic Issue Review process and resulting Horizontal Assessment reviews across risk stripes, LOB, and channels.

  • Leverage Manager Control Assessment and Issues Management resources to augment process documentation with key controls and deficiencies.

  • Leverage, develop, and refine process maps, as warranted, to identify areas of opportunity and to adequately document roadmap needs.

  • Facilitate/host working sessions, ensure meeting minutes are robust, complete, accurate, and shared with stakeholders in a timely manner.

  • Resolve obstacles with execution of Horizontal Assessment deadlines by providing additional guidance and/or facilitating discussion with Policy/Process Owner(s), Risk and Control teams and Compliance to gain acceptable solution(s).

  • Coordinate the development roadmaps for process improvements, improved controls, and overall strengthening of our key program metrics

  • Transform raw data into useful metrics and reportable information for senior leadership.

  • Develop robust progress readout materials to be leveraged for various Financial Crimes forums/routines suitable for a variety of stakeholder audiences

  • Develop and maintain dashboards and scorecards to measure overall program health

  • Ensure relevant forum action items are identified and tracked to completion.

  • Develop strong relationships with key stakeholders across Financial Crimes 1LOD, business process owners, ACRM/ICRM, business control teams, etc. so that efforts are aligned with strategy and department efforts, regular two-way communication exists, downstream impacts are considered and business solutions are optimized.

  • Has the ability to operate with a limited level of direct supervision.

  • Strong thought leadership capability to build, drive, and deliver transformational outcomes

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Qualifications:

  • 6 years of experience in program management across multiple disciplines with AML/KYC Policy, Compliance and/or Risk and Control expertise preferred.

  • Experience in conducting horizontal / control / risk assessments

  • Experience in Manager Control Assessment (MCA) and/or Issues Management strongly preferred

  • Process mapping/re-engineering experience preferred

  • Strong collaboration skills and ability to partner and influence cross-functionally and at all levels of the organization without direct managerial authority.

  • Proficient in reporting and materials creation

  • Ability to develop plans, manage individual deadlines and goals.

  • Ability to identify issues and problems, generate solutions and choose appropriate alternatives using basic root cause analysis.

  • Knowledge of program metrics, including gathering, reporting, trend analysis, creation, and metrics.

  • Team player that demonstrates and promotes a positive team culture.

  • Excellent written and verbal communications skills

  • Advanced MS Office, particularly PowerPoint and Excel skills

  • Stays abreast of current industry trends and new technology through professional associations, trade journals, networking, and associated training and seminars.

Primary Location Full Time Salary Range:

$103,920.00 - $155,880.00
